Officials at the Pulaski County Health Department are warning residents that they are not soliciting donations for cancer research awareness.

Administrator Terri Hansen told WKVI News that some residents have gotten calls from scammers who are announcing that they are from the health department and looking for donations when the department is not making these calls. Hansen said they would not call anyone for such a cause.

If you have gotten one of these calls, report it to the Pulaski County Sheriff’s Department at (574) 946-6655.

A Medaryville man whose sister says he over-stayed his welcome faces strangulation and battery charges in connection with the brawl that ensued. Pulaski County Sheriff’s Deputies were called to a home in the 100 block of East Pearl Street Sunday evening after a fight broke out between several men.

William Daniel Barber, 33, is accused of attacking his brother-in-law, nephew and another man. Barber’s sister told the deputies the melee started after she told him to gather his things and leave. The police report indicates Barber tackled and choked her son, punched another man and hit her husband several times when he tried to separate them.

Pulaski County Council Discusses Salary Ordinance Amendment at Sheriff’s Department

Pulaski County Sheriff’s Department

The Pulaski County Council discussed a salary ordinance change request with the sheriff’s matron, Carrie Avery, Monday night.

The situation is unique in that a dispatcher and his wife work at the department and officials want to move one into the chief dispatcher role. That would create a nepotism law violation. To get around that, Avery went before the county council to request that they approve the creation of co-assistant chief deputy positions and put the pair into those roles.

The council was hesitant in approving that request.  After a lengthy discussion, they made the ultimate decision to not approve the salary change. The council members did approve a motion to adjust the salaries so they are making the same wage.

The council members voiced frustration with the sheriff’s department and noted that if the sheriff wants to make the formal request before them in their meeting in October they would entertain his explanation.

Judge Suppresses Evidence Gathered by Deputy Without Legal Authority

Evidence was suppressed in a case heard in Pulaski Superior Court after it was found that the arresting officer did not have arrest powers at the time of the incident.

Court documents obtained by WKVI indicate Pulaski County Sheriff Mike Gayer appointed longtime reserve deputy John Haley as a part-time/special deputy on Sept. 7, 2011. He had until September of 2012 to complete the Indiana Law Enforcement Training Academy but did not do so. The only record of training in his personnel file is the pre-basic 40-hour course required by reserve deputies. Haley first joined the Pulaski County Sheriff’s Department Reserves in approximately 2007/2008.

Indiana Code states that “an officer may not enforce the laws or ordinances of the state unless the officer has within one year of form the date of appointment successfully completed the minimum basic training requirements necessary.”

Haley’s part time/special deputy appointment continued until Oct. 21, 2013, at which time he was sworn in as a deputy sheriff.

On Nov. 9, 2013, Haley pulled Mark Wallace of Union Mills over for suspicion of operating while intoxicated, took him to the hospital for a blood draw and obtained a search warrant for a blood sample. From there Wallace was booked into the Pulaski County Jail on the misdemeanor charges operating a vehicle while intoxicated, operating a motor vehicle with an alcohol concentration of at least .08 BAC and operating a vehicle with a schedule I or schedule II substance in the body.

On July 28, Wallace’s attorney filed a motion to suppress and a motion to dismiss.

Defendant’s Brief in Support of Motion to Dismiss

Pulaski Superior Court Judge Patrick Blankenship granted the motion to suppress on Sept. 15.

Gayer advised WKVI News Haley has resigned from the Pulaski County Sheriff’s Department.

K9 Terror

K9 Terror

The Pulaski County Sheriff’s Department has sold one of its K9s to Starke County.

Sheriff Michael Gayer told WKVI News that the K9 officer resigned abruptly and no other officer in the department wanted to resume the responsibility of K9 “Terror”. He reached out to other departments to see if a K9 could help them. One department that expressed interest was the Starke County Sheriff’s Department. The K9 and a kennel were sold to Starke County for $8,500 about two weeks ago.

The Pulaski County commissioners discussed the K9 situation Monday night during their meeting where Commissioner Terry Young was not pleased with the amount of money for which the K9 was sold. Commission President Larry Brady gave the sheriff the option of including the vehicle with the K9 and the kennel at a price of $17,000 or leave the vehicle for use by a department head. The vehicle stayed with the county.

With that, Starke County Detective Rob Olejniczak will be headed to Vohne Liche Kennels in Denver, Indiana in November for a five week training course. It is the hope of the department that the K9 can be operational in December.

The sheriff’s department has had a couple of K9 officers. The most recent K9 handler changed duties and the dog retired. Officers are hopeful that the newest addition can help eliminate the drug problem in the county.

Pulaski County Justice Center

Pulaski County Justice Center

The Pulaski County Sheriff’s Department is experiencing a shortage of deputies to cover 14 shifts and outside county officers are coming in to help cover those shifts.

Only five full-time deputies are covering those shifts and part-time officers are needed to help with coverage for the county.

Matron Carrie Aaron and Detective/Sergeant Jason Woodruff presented paperwork to the Pulaski County Commissioners to approve a request to employ part-time deputies from other counties to help keep up with patrols for public safety. A one-time adjustment to the handbook policy was also requested to compensate the officers for payment for holidays and PTO time that cannot be taken due to this circumstance.

Four part-time officers were approved for employment. Two will be coming from White County and another will be from the Logansport Police Department. One more officer will also be hired on a part-time basis.

As for the one-time request for the payment of PTO for those full-time officers, the commissioners unanimously approved all of the holiday pay with the exception of 24 hours for each employee. All PTO will be paid down to 50 hours.

Pulaski County Sheriff Hires Part-Time Officers

$

With the amount of retirements, officers seeking other employment and movement of personnel within the Pulaski County Sheriff’s Department, several part-time patrol officers have been hired to help provide safety to residents of the county.

Ten people have left the department in the past several months including a few deputies, a chief deputy, two detectives and three dispatchers.

Sheriff Michael Gayer told WKVI News last week that officers from White County and an officer from the Logansport Police Department have been hired part-time to assist the current full-time officers at the department. Two other officers from outside agencies have also been hired.

The sheriff had to look outside the county to get help with staffing as several officers need to complete training before they come on board and that will take some time before they can be capable of patrolling the streets.

Sheriff Gayer also said that dispatchers are also being trained and new detectives are in place to fill open positions.

It will be a lengthy process, but Sheriff Gayer assures the residents that public safety is not in jeopardy.
